According to this thread it happens with a variety of USB devices not just Nokia, so I believe it's a Windows issue. The driver being used for the mouse is either a driver provided by Windows, or one that came from Windows Update for that mouse. Anybody answer? Everything works properly!
So I decided to find some solution that works. Basically what happened was a bad install of my AMD Chipset drivers. I have various problems when using the mouse buttons. Not sure what else than to just deal with having to use the laptop touch pad for now, as I have spent way more time on this than it warrants.
