Try logging on as a different user to see if it locks. I have verified that the workstations are receiving the policy but it just never runs. I have not had any issues with this workstation today. The idle timeout never happens. Tracked it down to a particular application enforcing "presentation mode" which stops Windows from going to screensaver.
