My fix was the opposite as the article since IPv6 was already enabled I decided to just disable it, and so far so good for my user. I couldn’t find any official documentation from Microsoft on Offline Files being dependant on IPv6 in Windows 7 so I guess I have just created it . Killing explorer while it was Syncing, had no effect.
