Any suggestions? I am hoping someone responds somehow. Resetting the security in the registry fixed the issue. Took 2 minutes.

It seems to be ignorant of Windows 8 and Server 2012 which I hope MS provides an update to fix. You must of course fulfil the screen resolution pre-requisite as well as any other, but Group Policy settings that are incompatible with Windows 8 UI is the most likely culprit in Control panel>user accounts>manage another user> add a new user in pc settings. Pretty lame Microsoft adopted apps if you ask me. Tearing my hair out, all seemed to happen after a Windows update.
