The troubleshooter does a variety of things, besides shutting down services that WinUpdate relies on (and then eventually starting them back up again), it renames C:\Windows\SoftwareDistribution to C:\Windows\SoftwareDistribution.old. After updating “IRSTd” from device manager all started working again!!!
